The Regulation (21/2004) was originally agreed in 2003 and some of the other Member States have since then been preparing to implement it. The UK has since 2003 successfully negotiated delays and concessions for the original requirements. These should allow the industry time to adapt to the changes beginning on 31st December 2009.
