By The Tribune-Review To some, Title IX is a quota law, designed to destroy men’s sports by unfairly favoring women. To others, it ensures every girl a chance to play sports in school, a dream deferred for most women until the 1970s. The intent of the federal law is to balance opportunities for men and women in all aspects of education, including athletics. But in practice, most colleges and high schools continue to offer more sports, more money, more scholarships and more coaches for men than women, according to NCAA surveys and court rulings. One of the key components of the law is matching the percentage of women in the student body to their numbers on athletic teams. Although this isn’t the only plank of Title IX that will usher a school into compliance, courts nationwide have found it the most objective to scrutinize.
