It is a virtual network which will operate within Telstra’s NextG network (IP WAN). Devices connecting to this network will have a special username (e.g. username@maxwan.com.au) and password. These devices will also use telstra.corp APN instead of the public APN used by normal internet users. Users/modems will be assigned a static IP address when they log on.
