I don’t think that you totally understand the idea of the program. They’re not phones for use whenever; they’re basically pre-payed TracFones with a little over an hour of talk a month. If you’ve ever actually had one of those, then you would know that it’s pretty much useless except when you absolutely have to call someone. Things have changed in the past ten years. In the year 2000, cell phones were luxury items. Now, they have market penetration in parts of Africa where people don’t even have electricity in their homes, because they can be used in a potentially life threatening situation to get help. Let’s put it this way and apply it to your life. If you were in a car accident, you were severely injured, and the only person nearby with a phone was using “welfare wireless”, would you tell the ambulance to go away when he called 911?
