• Tie bids are resolved based on the tiebreak ranking assigned at the beginning of each quarter. A special case is 0 points on the waitlist. All the waitlist positions with 0 points will first be ordered by date and then by tiebreak ranking. There is an advantage to get on a waitlist early, but on any one specific date the tiebreak ranking will be the only distinction.
