Your refund can be intercepted if you are delinquet in any state or federal payments (student loans, child support, social services, ect). To qualify for a RAL, (it is a loan from a bank), an application is summitted. Most tax companies will not charge you a fee to process the form if it is not approved, but your return would still be electronically filed.
