Why Kargil happened?
It is interesting to note, as mentioned in one letter by Jayendra Upadhye, published in India Today (August 9, 1999) that images taken by Indian satellites over Kosovo airport show trucks and planes parked on the runways on the termac (see at www.eosat.com). It is paradoxical that despite having such satellites how this kind of intelligence failure took place. A report by Manoj Joshi and Harinder Baweja, India Today (June 14, 1999) has investigated into the various aspects of intelligence failure. According to the report, the Research and Analysis Wing collects data from agents, radio intercepts and by analysing satellite imagery. The agency failed to conduct the photo reconnaissance of the Kargil sector at the time of Pak build-up along the LoC and also did not act on a September 1998 report from field bureau of possible infiltration at Kargil.
