What is LPlan 2040?
LPlan 2040 is the current public process and planning effort to create the latest version of the Lincoln-Lancaster County Comprehensive Plan and the Long Range Transportation Plan. The Comprehensive Plan goes through a major update every ten years. The last major update resulted in the 2025 Lincoln-Lancaster County Comprehensive Plan and was adopted in 2002. Minor updates are conducted in the interim, with the current 2030 Comprehensive Plan being the result of a 2006 update effort. This current update effort will look out to the year 2040 and will address planning topics important to the City of Lincoln and Lancaster County. This process is expected to be completed with the adoption of a new Comprehensive Plan by the end of 2011.
