What is the Conceptual Phase?
The purpose of the conceptual phase is to identify potential projects and suppliers. During the conceptual stage, the review team considers the proposer’s: • Qualifications and experience, • Project characteristics, • Project financing, • Anticipated public support or opposition, or both, • Project benefit and compatibility, and • Additional information and factors.
