A notice of the Proposal is only given to the Debtor’s Creditors. The Debtor must disclose all Creditors so that the Proposal can be mailed to them. There is no notice published in the newspaper. In addition, the Office of the Superintendent of Bankruptcy maintains a permanent record of all Proposals and this record can be accessed by virtually any party for a fee.
