How does OSP know when the final science/work scope has been uploaded and the application is ready to be submitted to the sponsor?

Your answer to the “Ready to Submit” (RTS) question appears in SPAERC (the OSP web system). OSP has the green light to submit the application to the sponsor when you answer “yes” to RTS and they have approved the application.
