Our understanding of a “zero-based water playscape” is that it is the same as a “sprayground” or “water playground” and that there is no standing water. Because there is no standing water this project is not considered a swimming pool but a playground and is eligible for this grant program. Remember that this grant program is for the refurbishment of existing playgrounds, not for new construction and that fifty (50) percent of the grant funds must be used for the improvement or replacement of playground equipment or facilities using recycled-content materials.
