What is a ‘pandemic influenza’ COOP plan?
A pandemic influenza COOP plan is a component (e.g., an annex) of an all-hazards COOP plan that addresses the unique issues that arise when a pandemic influenza event occurs (e.g., limitations in human resources, an extended response period). The plan includes a list of health department services, in priority order, with information about the resources necessary to maintain those services. It also includes factors affecting the decision to discontinue some services and divert personnel to pandemic response activities.
