Your local Building Inspector generally uses the Massachusetts Building Code. Its root is derived from the ICC, the International Code Council. A huge portion of the code is dedicated to public buildings. A very small portion is dedicated to residential housing, and almost none refers to window product standards (once you eliminate structural framing issues).
