If Friedman rules in favor of the plaintiffs, expect a quick appeal. It is not impossible that the ESDC would have to revise the Modified General Project Plan (MGPP) and/or issue a Supplemental Environmental Impact Statement–both of which might delay the project–but it’s not likely.
