If you are talking about a live horse, make sure that the horse and people will not be injured by hard materials with no give. I suggest that foam might be safest for everyone including the horse. Foam panels are inexpensive and easy to cut and glue. The bar should be placed on the rack so that it falls away if the horse does not clear it. If you are talking about horse miniature figures: The material depends on the scale you are using. Scales are often between 1:12 or perhaps 1:144. At the smallest scales, cardboard or paper work well. At other scales, toothpicks or long match sticks might work well. Foam is a good material as is clay.
