The Environment Agency is responsible for monitoring and recording the condition of flood defences throughout South Essex. There is currently a regular five year maintenance programme of the tidal defences through South Essex. Maintenance is carried out by the land owner with, sometimes, help from the Environment Agency. The Agency Flood Defence inspectors use a condition grade indicator from 1 to 5 (5 being the poorest condition). When developing near a flood defence, the Environment Agency generally requires the developer to give details of the defence condition and the implications of this on the proposed development.
