Who enforces city bylaws?

I wonder if anybody at city hall knows the city bylaws. They certainly aren’t enforced! A number of winters ago, I was in a car accident on Rothesay Avenue. I had hauled out when I couldn’t see around one of the numerous commercial signs next to the road. It took me two days, being sent to one department after the other, to find out signs are supposed to be set back 10 feet. The city is still full of signs in violation. I know of one that is set in concrete adjacent to the sidewalk. I just called about the bylaw for trucks carrying fill and their duty to see gravel wasn’t dumped along the roads. Once again, I was sent from one department to another, with nobody knowing the bylaw. I found it by doing research. Bylaw M-24 states that a vehicle is to be loaded to prevent any of its contents from being deposited upon any street. The area where Adelaide meets Millidge Avenue is covered with gravel. We can’t park our cars in front of our houses because of the possibility of damage. No wonder
