Yes. A Lycian Coven is such because it performs its rituals in a manner harmonious with the symbolism of the Lycian Wheel of the Year and the Four Kingdoms of Deities. Also, all rituals are spoken using the language most familiar to its participants. Initiations must be done by someone qualified to do so. “Rites of dedication” though are perfectly acceptable to perform on one’s own.
