Who runs the JPA?
BSSP is governed by a board of directors which meets four times per year to review and approve the budget, financial statements, expenditures and rates as well as oversee the general operations of BSSP. Each district, BCOE and Butte College appoint a director to serve on the BSSP board. Board members have votes weighted according to the percentage of program premiums each district, BCOE and Butte College contribute, with each member having a minimum of one vote. Additionally, there is a seven-member executive committee which makes recommendations to the full board regarding the operations of BSSP. The committee consists of the officers of the board plus one member representing districts with less than 1,000 ADA, one member representing districts with ADA between 1000 and 4000, and a third member representing districts with more than 4,000 ADA.
