An expiring domain name is a domain name which has been registered by an individual or institution but it’s become available within a few days (if the original owner doesn’t take steps to renew it). An expiring domain usually goes to the highest bidder (if there are people interested in it) when it officially expires, or it will simply deleted from domain registry.
