What is Electronic Monitoring (EM)?
The term “Electronic Monitoring” is used to describe systems used for monitoring an individual that has been arrested while he/she is out on bail awaiting trial. What are examples of EM systems and what are their capabilities? • Radio Frequency (RF/Home Monitoring): continuously monitors an individual’s proximity to a single location – normally the individual’s residence. • GPS Tracking: continuously monitors an individual’s location. • Remote Alcohol Monitoring: remotely detects evidence of an individual’s alcohol consumption on a continuous, scheduled, random, or on-demand basis. Can any EM system – including GPS – stop an individual from committing a crime? No. EM is meant to provide a detailed record of an individual’s whereabouts and hold the individual accountable after the fact.
