The Keystone Exam proposal was created as an alternative to the State Board of Education’s highly controversial and highly objectionable proposal for high stakes exit exams called Graduation Competency Assessments. PSBA has been a leading opponent of the GCA proposal and continues to oppose that plan as it remains the subject of the moratorium under Act 61 of 2008.
