Prepare the milk. Bring the milk to a boil and then reduce the heat. Simmer for at least 45 minutes until the milk reduces in size. Add the sugar. Stir in the sugar and cook for at least 3 minutes until dissolved. Stir in the saffron powder and mix thoroughly. Transfer milk to refrigerator. Pour the milk mixture into a large bowl and refrigerate for at least 2 hours until cooled completely. Add the cream. Stir in the heavy cream, vanilla and cardamom. Mixture will start to thicken. Fold in the chopped pistachios and pour back into large container. Freeze for at least 4 hours until set.
