How was One-ED developed?
One-ED grew out of the work of three employee teams that I chartered to address our challenges in the areas of human capital management, strategic sourcing and restructuring. These teams included about 60 employees from all over the Department. Members of the National Academy of Public Administration and the Private Sector Council assisted them. They worked roughly from February through April of 2002 studying best practices in both the public and private sectors. In addition, they studied the President’s Management Agenda and relevant policies put forth by the Office of Management and Budget and the Office of Personnel Management.
