VA will always place a Veteran in the highest priority group for which they qualify based on eligibility factors; for example: • Recently discharged Combat Veterans are enrolled in Priority Group 6 • Catastrophically Disabled Veterans are enrolled in Priority Group 4 • Veterans qualifying for a Financial Hardship may be enrolled in Priority Group 5 or 7 •
