Can PLA be recycled?

No. Virtually no recyclers accept it for recycling. Because it is of different origin than regular plastic, it must be kept separate when recycled, lest it contaminate the recycling stream. In fact, recyclers dislike PLA and are trying to ban it because it gets confused with more conventional plastics and ruins their recycled plastic batches. Being plant-based, PLA needs to head to a composting facility, not a recycling facility, when it has out served its usefulness.
