What is Counterintelligence?
Counterintelligence consists of measures taken to identify and control security risks created by Espionage, Sabotage, Subversion and Terrorism (ESST). The Counterintelligence process consists of a security chain and an intelligence chain. The security chain consists of all the preventive, security-enhancing procedures and measures. The intelligence chain entails the acquisition of not freely available information providing insight into the ‘Capabilities & Intentions’ of actual and potential opponents. The goal of the intelligence chain is to recognize (potential) security risks, at a stage early enough to prevent these risks from breaching the security chain at a later stage. The intelligence chain thus explicitly serves to enhance the security chain.
