No final decisions have been taken. However, there will continue to be a major council presence in the larger population centres. Initially existing county and district offices would be used but the new Council would have to decide over a period of time how to organise the delivery of all its services and where or if to have an administrative headquarters. In practice, services will be provided in a broad range of outlets in towns and villages so there will be people located right across the county area. Area and Neighbourhood working Area working across the Councils will take on an increased significance in line with recent Government thinking in the White Paper. Working more closely with Town and Parish Councils would also be encouraged, where appropriate and desired by those local councils.
