SPE stands for Software Package Editor. It is a development tool for creating Software Package Block (SPB). SPB is a packaged (zipped) set of software and installation instructions. The unzipped files can only be installed on targets running Tivoli Common Agent and can be distributed using Tivoli Provisioning Manager Scalable Distribution Infrastructure (SDI) or by copying them directly to the target using the Deployment Engine.
