What is the Kid-Safe Chemicals Act?
The Kid-Safe Chemicals Act (KSCA) is one attempt to reform TSCA, put forth by some environmental protection groups. The KSCA was introduced in Congress in 2006 and again in 2008, and a modified version will likely be reintroduced later this year. Unfortunately, KSCA relies heavily on inefficient, inaccurate animal tests that could actually delay effective chemical regulation. KSCA requires that industry better characterize the potential toxicity of chemicals and products before they reach the market. This mandate would echo the regulations of REACH by putting greater responsibility on industry to provide test information for its chemicals. In addition, companies would have to provide toxicity information for all existing chemicals to allow them to stay on the market. The bill would require safety data to be recorded in a publicly shared database.
