What is “Secondary Use”?
This term has recently come into use to describe the secondary uses to which those who already have access to a patient’s data for some legitimate and authorized purpose related to provision of healthcare services, may re-use it, or pass it on to other re-use, for some other purpose. Such purposes include outcomes analysis, research, quality assurance, and public health as well as purely commercial purposes such as selling data for marketing or other business purposes. Secondary use may or may not involve de-identification of your data. Indeed, some secondary use purposes specifically require your identity, and some people constrain the use of the term to data including your identifiable information.
