Is spyware a “Hotbar” enhancement?

This extensive “watch dog” article introduced readers to privacy-invading “spyware” which can infest a home or school computer, if safeguards are not taken. His e-mail was enhanced with a beautiful daisy image border. Information at the bottom of his message indicated that if one acquired “Hotbar”, one could “personalize” any Outlook e-mail “with hundreds on animations, backgrounds and more”.
