While it is hard for me to be sure about your friend, I have seen similar cases where it is the persons natural hair color… She probably got her hair color from one parent, and her skin tone from the other….. I also have a friend with raven black hair, and pale, pale skin with freckles. If she was coloring, and you were around her often, you would notice a very small amount of roots before she touches up….. and I’m not sure how easy or safe it is to dye your pubes….. I’d guess she gets her hair from the ukranian side.
