Is the Dri-top suitable for whelping bitches?
No not really. Giving birth is a messy and time consuming business at the best of times and whilst the Dri-top will protect the Inner it is unlikely that the Slip-cover will not be permanently stained if it is not removed for washing, something you wont want to do during the whelping. Dri-top is not designed to allow the Slip-cover to remain soiled and on the bed indefinitely but rather to protect the Inner bed in the short term. The Slip-cover still needs to be washed as soon as practicable. In any case most bitches like to go and find somewhere very private to whelp, or somewhere massively inconvenient to you, so they probably wont choose to use the bed anyway.
