A. Presubscribed Inter-exchange Carrier Charge (pronounced PIC-C) is a fixed monthly charge by Telegration and other long distance providers for residential and commercial telephone numbers. This charge is paid to the long distance providers by the customer for use and maintenance on the telephone lines. It is a per line charge that varies by product type, service and state.
