How did the NDP come about? An extensive consultation process took place involving written submissions and meetings with Government officials and ministers. Written submissions were sent from the Social Partners (Employers, Trade Unions, Voluntary/Community Sector and Agricultural Sector), Government Departments, the Regional Authorities, the Western Development Commission and the European Commission to the Department of Finance. Meetings were held at official level between the Department of Finance and Government Departments, the Regional Authorities and the Social Partners to discuss their respective submissions. Meetings were also held at political level between the Minister for Finance and the same organisations to allow for an exchange of view on the priorities of the Plan. Open seminars involving all interests were held on the priorities for the NDP and Equality.
