Under the legislation in SB 1149, the public purpose charge is to fund cost-effective energy efficiency measures, weatherization, energy education programs, green power purchases and renewable energy resource investments. In the first phase, schools can use the funds to perform energy audits and implement Energy Efficiency Measures (EEMs) with a payback of ten (10) years or less.
