“Cone Crazy” is at the top of the parking garage in Ocean Beach (no, not Washington Mall) where you meet lance in that one mission earlier in the game. Look for the Stallion (maybe sabre, i forget) and the mission starts. It is VERY hard to beat, I have yet to beat it. The thing is, you can’t hit any cones while getting checkpoints! My tip is: Get good at driving before you take this one on.
