Yes. Tillandsias can be soaked in water for 1-3 hrs once a week. The soaking will thoroughly hydrate the leaves. After soaking, pick up the plant and turn it upside-down to allow excess water to flow out, then place the plant at a location with good air circulation (by an open window, balcony or patio) for it to dry properly. If need, use a portable fan to gently blow dry the plant (no hair-dryers please!).
