Whether you need planning consent is dependent on the area you live in. If it is a conservation area, probably , a listed building certainly. I would call your town hall planning department because at the front of the house it will be noticed and if you do it without necessary consent it will cause a lot of problems for you. I’d expect not. If the french doors are the same width as the existing window, then there is no ned to disturb the existing lintel. If bigger then yes building regulations will be needed (as well as FENSA). I have always found the planning and building control people are very helpful. They like people who ask first rather than those who do it wrong first!
