Is a wine labeled “asti” the same as “asti spumante”?

I think that Asti is a ‘still’ wine– no bubbles. Asti Spumante is a ‘bubbly’ wine, like champagne. Asti is a region of Italy–like a U.S. state. The wine must be grown and bottled in that region in order to carry the Asti appelation or name on the label.
