Who owns and can sell the DMS software?
CPR is the sole owner of the master copy of DMS. Only CPR can sell DMS. Before CPR, a DMS copy was sold to each purchasing agency on a perpetual. This means that agencies that bought DMS before 1995 own their own single copy of DMS. They may use this one copy forever for internal purposes, but cannot sell it, or use multiple copies. In 1995, the Board of CPR voted to no longer sell perpetual licenses of DMS to new credit counseling agencies. New CPR agencies receive an annual lease on a copy of DMS.
