I am unsure of what “cost” you are referring to. Casinos make profits by offering a product that people are willing to pay money for. In the case of casinos, their product is entertainment. This product generates *huge* profits, a large chunk of which go towards paying taxes. Further, just as with any business the costs involved in delivering the product come directly from the owners of the business, not from any “public” money as you seem to imply. In other words, casinos offer a large net gain in revenue to both the casino owners as well as the taxing authorities that get a cut of the profits. As I understand it, the primary reasons that casino gambling is illegal in some parts of the US is because gambling is considered a vice. As for me, I have a philosophical problem with any governmental authority telling individuals what they can and can’t do with their money as long as those activities don’t directly harm anyone else.
