I’m not sure. It looks that way. According to wikipedia: “It was stated in the October 2007 issue of Disney Adventures magazine that the show is near its end, but that it would reach 100 episodes.” Another site said: “The Suite Life is going to end, as they filmed the last episode according to various sources. Therefore…there isn’t going to be a Season 4, but there will be a spin-off staring Cole, Dylan, Brenda, and Phill; from what others are saying.” The link I posted below goes to tween magazine. The article is about Ashley Tisdale talking about filming the last episode.
