It is expected that most, if not all, industry best practices includes technical planning as part of their overall engineering and technical effort. It is this planning that is envisioned as being captured in the SEP. If the contractor has not conducted technical planning or has not captured it in written form, then there are likely more serious issues on the program beyond “added SEP workload.
