yes u should ring the rspca, with any concerns about an animals welfare, we could have it all wrong the guy could just be down on his luck and love the animal but has no where to go with it, he may also need some help, the rspca will assess and help with the mans situation as well as the cat. on the other hand he could just be a twat and need the cat removing, i reported my neighbours for keeping thier cats in cages in the kitchen,, the rspca reeducated them made them get a cat flap, made them clean the litter trays, they took the cages away. thier cats are now looked after properly, they just didnt know how to care for animals, so i did them and thier cats a favor.
