Celebi, the “secret” 251st Pokmon, cannot be captured wild in Gold/Silver. However, you can get it from Nintendo like Mew, or capture it wild in the upcoming Pokmon Crystal for Gameboy Color. Of course, if you REALLY want one, you can always use a Gameshark with Gold/Silver.
