Why didn the Marine Corps notify former residents sooner?

Currently, there are many unknown factors: concentration of the chemicals in the water, how long each person was exposed and whether exposure is even harmful. Because of these unknown factors, we are not able to advise former residents with accurate expectations. Congress included language to the National Defense Authorization Act in 2007 which mandated the Marine Corps to conduct a publicity campaign for ATSDR study results. This campaign will be in conjunction with the ATSDR in order to accurately characterize its scientific findings.
