The Business Solutions Center of Excellence (BSCoE) was established in 2004 by the Office for Information Technology under the Pennsylvania Governor’s Office of Administration. BSCoE’s formal charge was to create a set of reusable assets consisting of standards, processes, and application components. BSCoE’s ultimate aim is to reduce the cost of software development through best practices and institutionalized reuse.
